early 15c., of persons, "to perceive, distinguish;" also, of things, "to refer to, relate to, pertain to," from Old  French concerner (15c.) and directly 　from Medieval Latin concernere "concern, touch, belong to," figurative use  of Late Latin concernere "to sift, mix as in a sieve," from assimilated 　form of Latin com "with, together" (see  con -) + cernere "to sift," hence "perceive, comprehend" (from PIE root *krei- "to sieve," thus "　discriminate,  distinguish").

　後期ラテン語の concernere （篩に掛ける､篩の中の物の様に混じっている）に由来し、１５世紀初頭に、人を見分ける、知覚する、物事を関係させる、の意が派生した。

Apparently the sense of the first element shifted to intensive in Medieval Latin. From late 15c. as "to affect the  interest of, be of importance to;"hence the meaning "to worry, disturb, make uneasy or anxious" (17c.).  Reflexive use "busy, occupy, engage" ("concern oneself") is from 1630s.

　更に１５世紀後期に派生して、興味を惹きつける、〜に重要だ、斯くして、心配する、気持が乱される、気掛かりだ、の意味が生じた。再帰的用法即ち concernoneself の、忙しい、専心する、の用法は１６３０年代以降。

＊気持が惹きつけられる→関心、関係がある→心配だ、専心する、の流れの様です。

be concerned with, concern oneself with 〜に興味を抱く、専心する

He concerns himself with every aspect of the business.

　彼はその仕事のあらゆる面に興味を抱いている。

be concerned about 〜に悩む、心配する

I am concerned about his health.

　僕は彼の健康が気懸かりだ

While I'd like to accept your offer, I'm unable to at the  present time.

　君の提供を受け入れたいとは思うが、にも拘わらず、今のところはそれが出来ない。

While I admire your courage, it's sometimes better not to  get involved.

他の用法

・during the time that, or at the same time as: 〜の間

I read it while you were drying your hair.

　君が髪を乾かしている間僕はそれを読んだ。

While I was in Italy I went to see Alessandro.

　イタリアに居る間に私はアレッサンドロ（男子名）に会いに行った。

I found these photos while I was cleaning out my cupboards.

　食器棚を掃除している時にこれらの写真を見つけた。

= While cleaning out my cupboards, I found these photos.

 こちらは formal な硬い表現です。会話では使われません。主語が一致しているので省略可能な例です。

cf. cupboards カバーズと発音します。

I didn't drink at all while I was pregnant.

　妊娠中は私は全然呑まなかった。

= I didn't drink at all while pregnant.

cf. Marijuana use during pregnancy can be harmful to your  baby’s health.

　妊娠中の大麻使用はあなたの赤ちゃんの健康に有害と成り得ます。

＊during pregnancy とすると医学解説記事となってしまいます。

・compared with the fact that; but:　〜に比べると、一方

He gets £50,000 a year while I get a meagre £20,000!

　彼は５万ポンド得るが、一方私は僅か２万ポンドだ。

I do all the housework while he just does the dishes now and　again.

　私は家事全てをするのに一方彼はたまに皿洗いするだけよ。

cf. meanwhile 　その間に、しかるに一方（その頃）〜（別の場所）では

副詞用法のみ

・until something expected happens, or while something else  is happening

　期待すべきことが起こる前に、何か別のことが起きている間に

・at the same time  その頃〜

"The pizza will be ready in 10 minutes, Mum." "Great -meanwhile, let's set the table."

　「ピザは１０分後に食べれるよ、ママ」　「それは良いわね。その間にテーブルを整えましょう」

Carl's starting college in September. Meanwhile, she's  travelling around Europe.

　カールは９月に大学生活をスタートするが、一方彼女はその頃はヨーロッパを旅行する。

　　( be + doing で未来を表す )

＊ meanwhile in Russia その頃（一方）ロシアでは

　＜mｅａｎｗｈｉｌｅ in  + 国名、地名＞で、同じ時間にその場所で奇想天外な出来事が起きていた、とのおちゃらけた記事作りに頻用される決まり文句です。

with

・despite something:　〜にも拘わらず

With all her faults, she's still a really good friend.

　彼女の欠点の全てにも拘わらず、本当に良い友達だ。

= Despite all her faults, she's still a really good friend.

with the best will in the world

idiom, UK 英国

・used to mean "I would like to if I possibly could", in a  situation where you  cannot do something:

　出来ればそうしたいとは思うのですが

With the best will in the world, I can't employ him in the  shop unless I can  trust him.

　そうできれば良いのですが、彼のことを信頼出来ない限りは私の店で雇用できません。

→そうできれば良いのですが、彼のことを信頼出来ませんので、私の店で雇用できません。

withal

・in spite of what has been said:　今言った事にも拘わらず

It was, withal, a carefully crafted speech.

　それにも拘わらず、それは注意深く作られたスピーチだった。

・in addition:　付け加えるに

He was a man of great means, and of great intellect withal.

　彼は大富豪だし、それに大知識人でもある。

cf. means  （生きる手段としての）資力，収入，財産，富

a person of means  資産家

a man of intellect  知識人

I don't have the means to buy a car.

　車を購入するだけの資力はない.

≒ I can't afford a car.

= I don't have enough money to buy a car.

adverb, conjunction　

・(and) despite that; used to add something that seems  surprising because of  what you have just said:　

　直前に言った事に対して驚くような事を付け加える　　

　〜だが、でも〜だ、にも拘わらず

＊ and yet の形で頻用されます

simple yet effective　簡素だが効果がある

He's overweight and bald, (and) yet somehow, he's attractive.

　奴はデブでハゲだが、でもどう言うわけか魅力がある。

You say that you're good friends and yet you don't trust  him. Isn't that a bit of a contradiction?

The government is being accused of (having) double standards in the way it is  so tough on law and order yet  allows its own MPs to escape 　prosecution for  fraud.
