　この国に於ける名誉毀損に与る現行の法令は不適切だと多くの者が考えて居る。

= Many people think that the existing laws covering libel in this country are inadequate.

Under the existing conditions many children are going hungry.

　現在の状況の下では多くの子供達が飢えるだろう。

≒ be going to be hungry 飢えることになるだろう　（推量では無く単純未来）

　新たな研究結果は既存の理論と衝突しそうに見えるのだが。

cf. would は婉曲表現。断定を和らげます。日常会話でも、I think の柔らかい表現としてI would say、I'd say 〜 と思うけど、が多用されます。日本語の、〜だが、〜けど、〜かなぁ、の気持に同じです。問いかけに対して返答せねばならない時に、ボカして言うには、I'd have to say that  〜と言ったらいいかな、などの表現も使えます。
