前置詞用法

notwithstanding (prep.)

a negative present participle used as a quasi-preposition, originally and  properly two words,  late 14c., notwitstondynge "in spite of, despite," from not  + present participle of the verb  withstand. It has the old "against" sense of  with. A loan-translation of Medieval Latin non  obstante "being no hindrance,"  literally "not standing in the way," from ablative of obstans,  present participle  of obstare "stand opposite to" (see obstacle). As an adverb, "nevertheless,  however," and as a conjunction, "in spite of the fact that," from early 15c.

１４世紀後期の notwitstondynge、〜にも拘わらず、即ち not + （withstand 、抵抗する、立ち向かう、の現在分詞）に由来する、現在分詞の否定形が疑似前置詞として使われるものである。中性ラテン語の non obstante （obstante は、〜に対して立つ、の意味の動詞   obstare の現在分詞  obstans の奪格）即ち、妨害しない、つまり文字通りの not standing in the way 人の行く手に立たない、の借用語に由来。副詞として の   nevertheless, however, また接続詞 in spite of the fact that としての用法は１５世紀初期から。

　抵抗したり立ち向かうことも無く → それを相手にせずに、相手におかまいなく  → 〜にも拘わらず、　の流れですね。

＊英文の従属節　subordinate clause　は、その名の通り主節に対する付属品であり基本的に省略しても構わない存在です。あっても無くても主節内容に関係ない→〜したにせよ、〜に拘わらずの意味合いを持ち始める構図の様に見えます。

Notwithstanding some members' objections, I think we must go ahead with  the  plan.

　異を唱えるメンバーも居るが（それにお構いなく）、その計画を推進すべきと思う。

Notwithstanding a brilliant  defense, he was found guilty.

　輝かしい弁護にも拘わらず、彼は有罪と相成った。

　　international 国と国の間の  ⇔  intranational  国内の, domestic

＊国際的な視野を与える、とは、１国内での分析に留まらず他国と比較する視点に立つ、との意味ですね。international comparative view と言い換えても良さそうです。

＊contribute は give と同様の用法で使える単語です。意味が取りにくい場合は give で置き換えてみて下さい。

�A to furnish (an original written work, drawing, etc.) for publication

= to contribute stories to a magazine.

　寄稿する

＊原稿 manuscript を準備 prepare し、脱稿 complete 後に版元に提出 submit し、相手が突き返すreject ことなく受領 receive し、校正 proofread の後に出版  publicate 出来れば目出度く寄稿  contribute したことになります。まぁ、論文を書くのは complete するまでが結構ホネで、思い附きをさっと投稿するような web 媒体とは中身の知的作業即ち考察の深度が全く異なる次元と言えます。思い附きレベルを発表する様なことを繰り返しているといつしか井戸端会議の次元のアタマになりますのでご注意のほどを！掃きだめに鶴 a jewel in a dunghill との言葉もありますが、大方烏合の衆の一人  one  of the rabble に相成る訳です。

＊自己の研究の限界性を明確に語りつつも研究の有用性を語る遣り方は、社会学、保健学の分野ではごく一般的ですが、最初にexcuse を噛ませることで他の視点からの批判を封じミスリーディングさせるおそれも実は抱えています。一方、塾長の専門とする形態学分野ではそれを敢えて語らず、論文の審査員に問われて初めて弁明する場合が多い様に感じます。これは、自然を扱う科学ゆえに自分が標的とする以外の数多くの要因を削ぎ落として解析を進める訳で、いちいちそれらを語っていては論文が成立しないとの側面もあるからでしょう。自然科学に関してはコトは単純では無いと言う訳です。

　怪我にも拘わらず、チームは準決勝に勝った。

She went to the game anyway, doctor's orders notwithstanding.

　医者の言いつけを無視して彼女は兎に角試合に出掛けた。

＊名詞の後ろに付きますが前置詞扱いです。倒置されたと考えれば良いでしょう。

=  She went to the game anyway, notwithstanding doctor's orders.

接続詞用法

・in spite of the fact that;  although:

It was the same material, notwithstanding the texture seemed different.

　手触りが違う様に見えたものの素材は同じだった。

cf. texture 生地、織物の意味以外に、手触り、口の中の歯触り即ち食感の意味で頻用されます。

We finally succeeded in producing a nice colored and sweet-scented Sanuki   Udon with a  soft  and chewy texture.

　柔らか且つもちもち感（腰）のある、綺麗な色合いで香り良いの讃岐うどんの開発に私共は遂に成功致しました。

副詞用法

・nevertheless; anyway; yet

We were invited  notwithstanding.

　それにも拘わらず、我々は招かれた。

notwithstanding clause (plural notwithstanding clauses)

   (Canada, law) Section 33 of Part I (Charter of Rights and Freedoms) of  the   Canadian  Constitution Act (1982), which permits the creation of laws  without  regard for certain  constitutional rights. Specifically, under section 33  the  federal and provincial governments  may enact laws "notwithstanding"  section  2 (Fundamental Freedoms) and sections 7  through  15 (Legal and  Equality  Rights) of the Charter of Rights and Freedoms. Such laws  may be in  effect for  up to five years and are renewable.

　Notwithstanding Clause ＜にも拘わらず条項＞とは、カナダ憲法法第一部（権利及び自由の章、=人権憲章）の第３３条のことで、或る特定の憲法上の権利にも拘わらず法律を制定することを可能とするものである。これは特異的に、３３条の元で、連邦及び地方政府は、人権憲章の第２条 基本的自由並びに第７〜１５条 法的平等権法＜にも拘わらず＞、法を制定可能とする。この様な法律は５年を上限として効力を持つが更新可能である。

＊notwithstanding が形容詞として使われる例ですね。

cf. enact  = to make into an act or statute, to make into law

  enact a law 法律を制定する、法律を施行する

＊en　は接頭語また接尾語として機能し、make, put in　〜を作る、中に入れる、の意味です。日本語の、＜化＞の意味と考えると分かり易いでしょう。

length → lengthen, able → enable, rich →　enrich, strength → strengthen などうじゃうじゃ出て来ますね。
